Application Procedure
For young people from Hong Kong and Macao who find employment in Qianhai for the first time* after July 1, 2021, subsidies will be provided based on their educational background:
The cumulative subsidy period shall not exceed 3 years.
(Update: The original calculation method of "20% of the taxable salary" has been cancelled and replaced with a fixed tier)
For employers who hire young people from Hong Kong and Macao after July 1, 2021, a subsidy of 20,000 yuan (originally 10,000 yuan) will be provided for each person hired, with a maximum cumulative amount of 200,000 yuan. The same young person from Hong Kong and Macao cannot apply for the subsidy repeatedly.
Employers are encouraged to provide internship positions. Those who meet the conditions for internship subsidies for young people from Hong Kong, Macao and Taiwan of the Shenzhen Municipal Human Resources and Social Security Department shall be implemented in accordance with the regulations (undergraduates 2,250 yuan/month, master's students 3,750 yuan/month, doctoral students 6,750 yuan/month, ≤6 months).
For entrepreneurial projects funded by Hong Kong/Macao/Shenzhen government departments, a one-time matching reward of up to 1 million yuan will be given according to the actual funding amount. "Shenzhen Science and Technology Innovation Department" has been added as a full funding source.
Support young entrepreneurial enterprises from Hong Kong and Macao to apply for entrepreneurial guarantee loans. Those who meet the requirements will be implemented in accordance with the regulations of Shenzhen; overseas listed companies can apply for special funding from the Ministry of Industry and Information Technology.

For those who find employment and start a business for the first time after July 1, 2021, a subsidy of RMB 2,000 per month (originally RMB 1,500) will be provided for a period of ≤3 years; this can be combined with Shenzhen’s doctoral talent subsidy.
Relying on "Qianhai Hong Kong and Macao e-Station" and Qianhai Hong Kong Business Platform, the "Qianhai Port Enterprise Service Center" and "Qianhai Hong Kong Youth Development Center" service points are newly added to provide one-stop services such as policy declaration, housing application, investment and financing docking.
