Eligibility

Applicants for the 12 Measures include Hong Kong and Macao youth, enterprises founded by Hong Kong and Macao youth, entrepreneurship platform operating enterprises, and Qianhai enterprises and institutions that provide internships and employment opportunities for Hong Kong and Macao youth. Hong Kong and Macao youth refer to permanent residents of Hong Kong and Macao who are under 45 years old and have Chinese nationality, or mainland residents who have settled in Hong Kong and Macao and have cancelled their mainland household registration.

Qianhai Twelve Measures

Reward and Subsidy Measures – Employment

1. Employment Subsidy

For young people from Hong Kong and Macao who find employment in Qianhai for the first time* after July 1, 2021, subsidies will be provided based on their educational background:

  • – Doctorate  8,000 yuan/month
  • – Master  4,000 yuan/month
  • – Bachelor  3,000 yuan/month
  • – Associate Degree 2,000 yuan/month

The cumulative subsidy period shall not exceed 3 years.

(Update: The original calculation method of "20% of the taxable salary" has been cancelled and replaced with a fixed tier)

2. Job Creation Subsidy

For employers who hire young people from Hong Kong and Macao after July 1, 2021, a subsidy of 20,000 yuan (originally 10,000 yuan) will be provided for each person hired, with a maximum cumulative amount of 200,000 yuan. The same young person from Hong Kong and Macao cannot apply for the subsidy repeatedly.

3. Internship unit subsidy

Employers are encouraged to provide internship positions. Those who meet the conditions for internship subsidies for young people from Hong Kong, Macao and Taiwan of the Shenzhen Municipal Human Resources and Social Security Department shall be implemented in accordance with the regulations (undergraduates 2,250 yuan/month, master's students 3,750 yuan/month, doctoral students 6,750 yuan/month, ≤6 months).

4. Entrepreneurship Rewards

For entrepreneurial projects funded by Hong Kong/Macao/Shenzhen government departments, a one-time matching reward of up to 1 million yuan will be given according to the actual funding amount. "Shenzhen Science and Technology Innovation Department" has been added as a full funding source.

5. Loan interest subsidies and listing assistance

Support young entrepreneurial enterprises from Hong Kong and Macao to apply for entrepreneurial guarantee loans. Those who meet the requirements will be implemented in accordance with the regulations of Shenzhen; overseas listed companies can apply for special funding from the Ministry of Industry and Information Technology.

6. Youth Entrepreneurship Competition Rewards

– Finals: Gold Prize 500,000 yuan (originally 400,000 yuan), Silver Prize 300,000 yuan, Bronze Prize 200,000 yuan, Winning Prize 100,000 yuan;

– Sub-competition area: Gold prize: 100,000 yuan, Silver prize: 80,000 yuan, Bronze prize: 50,000 yuan.

The actual operation of Pengcheng's "leader" is allocated evenly in two sections.

7. Rental Subsidy

For the rental of venues in recognized entrepreneurial platforms, a subsidy of 40 yuan/m2/month (originally 50% of the rent) will be provided, with an annual cap of 300,000 yuan and a term of ≤3 years.

8. Entrepreneurship carrier operation rewards

The carrier must meet the following requirements:

(1) Area ≥ 1,500 m2 (formerly 500 m2);

(2) The proportion of enterprises in Qianhai Port is ≥ 50%;

Rewards based on the density of Hong Kong and Macao youth:

  • – 1 person per 200㎡ → 10,000 yuan/person
  • – 1 person per 100㎡ → 15,000 yuan/person
  • – 1 person per 50㎡ → 20,000 yuan/person

The annual limit is 1 million yuan.

9. Corporate income tax incentives

Young entrepreneurs from Hong Kong and Macao that meet the requirements of Document No. 13 of the Ministry of Finance and Taxation (2024) will enjoy a reduced corporate income tax rate of 15%.

Reward and Subsidy Measures – Living

10. Housing Subsidy

For young people from Hong Kong and Macao who find employment and start a business for the first time after July 1, 2021, and who do not own their own housing in Shenzhen and do not enjoy other housing security, a subsidy of RMB 1,000 per month will be provided for a period of ≤3 years.

11. Living Subsidy

For those who find employment and start a business for the first time after July 1, 2021, a subsidy of RMB 2,000 per month (originally RMB 1,500) will be provided for a period of ≤3 years; this can be combined with Shenzhen’s doctoral talent subsidy.

12. Provide port services

Relying on "Qianhai Hong Kong and Macao e-Station" and Qianhai Hong Kong Business Platform, the "Qianhai Port Enterprise Service Center" and "Qianhai Hong Kong Youth Development Center" service points are newly added to provide one-stop services such as policy declaration, housing application, investment and financing docking.
